To prohibit the Michigan Public Service Commission from authorizing a return on equity (profit) for a regulated gas or electric power monopoly (including DTE and Consumers Energy) that exceeds the national average return on equity by investor-owned gas or electric utilities during the past 12 months, and authorize refunds to ratepayers if the profits exceed this amount (plus interest, charged at the same rate as the utility’s return on equity).
