Revise juvenile justice age considerations

To increase from age 17 to age 18 the age of eligibility in a youth rehabilitation services law. This is one of several bills to no longer automatically treat minors who commit certain crimes as adults, and is part of a broader "raise the age" juvenile justice reform effort.
