Raise adult crime minimum age to 18

To revise a law that prescribes the disposition of persons found not guilty by reason of insanity so that it applies to individuals age 18 and above instead of age 17 and above. This is one of several bills to no longer automatically treat minors who commit certain crimes as adults, and is part of a broader "raise the age" juvenile justice reform effort.
