To authorize state grants to counties that had to reduce the number of sheriff deputies in the last 10 years due to “financial constraints.” Note: With some exceptions the largest financial constraint on Michigan local governments is the need to “catch up” on unfunded pension promises made to workers who may have left the workforce years ago.
