Make it a crime to injure “vulnerable roadway user”

To make it a criminal misdemeanor subject to a year in prison to commit a traffic infraction (moving violation) that causes injury or death to a “vulnerable roadway user.” The bill also defines this term to include human, electric or gasoline powered vehicles, including wheelchairs, bicycles and others, with less than one horsepower or 750 watts, and not capable of going more than 20 mph.
