To impose an annual vehicle registration surtax of $75 on electric cars or plug-in hybrids, a $200 annual surtax on electric trucks over 8,000 lbs., a $25 annual surtax on gasoline/electric hybrid-drive cars, and a $100 surtax on trucks with that power source.
