Require insurance for ORV shoulder riding

To require off road vehicle users who drive on the shoulder of a road to have the same kind of liability insurance that ORV dealers must have when they rent out an ORV or let someone take a test drive. (Or alternatively, have a regular auto insurance policy that covers the liability.) Shoulder-riding was permitted in some counties by a 2008 law and expanded by a 2013 law.
