Institute Headlee Amendment unfunded mandate restrictions

To prohibit a state agency from imposing any new increase in local government services or activities unless the legislature has appropriated money to pay for it. The bill would also create a “fiscal note” process to quantify how much the mandate will cost. This and House Bills 4754 to 4755 are intended to bring the state into compliance with the Headlee amendment provision prohibiting the legislature or state agencies from imposing unfunded mandates on local governments.
