To require law enforcement agencies to get a search warrant before using surveillance devices to intercept cell phone and mobile device information. The bill was introduced in response to the controversial use by the Oakland County Sheriff Department of “Hailstorm” and “StingRay” cell phone tower simulator technology, which is capable of intercepting cell phone and mobile device data or voice communications. It would also prohibit use of such devices by other persons, subject to criminal penalties of 93 days in jail and up to four years for subsequent violations.
