To “dock” or suspend the pay of legislators and the Governor until federal health care law's ("Obamacare") Medicaid expansion authorized by House Bill 4714 goes into effect in late March or early April (depending on when the 2013 legislative session ends). The expansion does not begin on Jan. 1 because the Senate did not provide sufficient votes for “immediate effect”.
