Authorize special concealed pistol permit for Corrections employees

To give the Department of Corrections the power to issue its employees the equivalent of a concealed pistol permit, and establish its own training requirements for this. Under current law, citizens who undergo training specified in statute and pass a criminal background check must be issued a state concealed pistol permit.
