To revise details of a nonferrous scrap metal regulatory regime imposed in a 2008 law, by prohibiting dealers from buying commonly stolen property including public fixtures, new metal articles or materials used in manufacturing or construction, equipment or tools used by contractors, catalytic converters, air conditioner evaporator coils or condensers, copper wire that was burned to remove the insulation and cemetery or ceremonial articles, with certain exceptions for reputable sellers. The bill would also require scrap dealers to alert employees to theft alerts.
