Restrict state authority over fiscally, academically sound school

To place before voters in the next general election a Constitutional amendment establishing that school districts with good fiscal and academic records could not be required to consolidate with another district, participate in cross-district schools of choice policies that requires districts with openings to accept children from elsewhere who want to attend, or be subject to measures targeting a large funding surplus.
