To place before voters in the next general election a Constitutional amendment to prohibit legislative salary raises that exceed inflation or the average pay increase for other state employees, dock the pay of lawmakers who miss votes except for specified reasons, and dock all legislators’ pay if they don’t pass a balanced budget by late June.
