Ban fracking until completion of comprehensive regulatory review

To require the state to undertake a comprehensive study of horizontal drilling and hydraulic fracturing (“fracking”) used in oil and natural gas drilling, and create an advisory committee comprised of specified interests to recommend regulations based on the study. House Bill 5150 would prohibit any new “fracking” permits until this process is competed.
