Revise “interim teaching certificates”

To repeal a provision in a 2009 law that authorizes “interim teaching certificates” for a person that wants to teach special education students, has a college bachelors degree with at least a 3.0 grade point, and is taking a 12 credit hour alternative “intensive teaching program.” Also, to allow non-special education “interim” certificate holders who pass a relevant subject area test to also get permission (an “endorsement”) to teach that subject.
