Repeal consolidated government employee transfer restrictions

To revise a law that allows local governments to “conditionally transfer” property for an “economic development” project, so that its provisions mirror those in <a href="http://www.michiganvotes.org/2011-HB-4311">House Bill 4311</a>, which would allow a consolidated service arrangement to not be bound by any transferred government employees' previous union contract, wages, insurance benefits, work rules, seniority, etc.
