Slightly reduce teacher tenure mandates

To repeal a provision in the teacher tenure law that deems a school district not providing a performance evaluation for a first-year teacher to be conclusive evidence of satisfactory performance. Also, to require annual evaluations of a tenured teacher if his or her performance is found unsatisfactory in a tenure review currently required once every three years. Under current law, the only consequence for an unsatisfactory teacher is to be provided with an “individualized development plan;” neither the bill nor current law provide for firing unsatisfactory teachers except in extraordinary circumstances.
