2011 House Bill 4131

Establish regulatory framework for public/private toll roads and bridges (including DRIC)

Introduced in the House

Jan. 25, 2011

Introduced

To authorize the Department of Transportation to enter “public-private partnerships” to provide a “transportation facility,” including the Detroit River International Crossing project (DRIC) and other projects. The bill establishes a regulatory framework for such projects, including provisions allowing future toll revenue to be pledged against debt incurred for the project ("bond sales"), but not allowing the debt to be backed by the state’s full faith and credit.
