Require proof-of-residency for absentee ballot application

To require a person applying for an absentee ballot to provide either the last four digits of his or her social security number, a drivers license or state I.D., or a copy of a current and valid photo identification, military identification, or current utility bill, bank statement, government check, paycheck, or other government document that shows the person’s address, other than a voter registration notification.
