Establish procedures for recognizing a government employee union bargaining unit

To require the state employment relations commission to hold a hearing if it has reasonable cause to believe that a “question of union representation” exists, and upon petition of a specified number of public employees or a government employer. If the commission finds that a bargaining unit is appropriate and the relationship of public employer and “public employee” exists, it must direct an election to be held by secret ballot. This relates to a "stealth unionization" lawsuit filed by the Mackinac Center on behalf of home child care providers indirectly paid with state money; these workers were deemed to be “public employees” although they are independent contractors hired by individual welfare recipients.
