Shift state general fund money to school aid fund

To substitute up to $100 million in state general fund money for school aid fund money appropriated for public schools in the fiscal year that ended Sept. 30, 2010, if the final year-end balances show any money left in the general fund account. This book-closing exercise would theoretically make more money available for schools in the current fiscal year and less available for everything else.
