Authorize state payments to doctors for volunteer work

To allow physicians to be reimbursed by the state for up to $2,500 worth of volunteer health care services they provide in a year. This would be done through a “refundable” income tax credit, meaning the state gives the doctor a check for the amount of credit left over after being applied against any Michigan Business Tax liability.
