To repeal the provision in a <a href="http://www.michiganvotes.org/2003-SB-554">2003 fee increase bill</a> that raised the license fee for trailers but made the license permanent. Those who purchased a permanent license would not be affected, but going forward the state would revert to the previous system of annual license fees ranging from $25 to $75 depending on the trailer weight.
