2010 House Bill 6245

Authorize more MSHDA secrecy

Introduced in the House

June 9, 2010

Introduced by Rep. Ed Clemente (D-14)

To prohibit the Michigan State Housing Development Authority from disclosing certain “trade secrets, and commercial, financial, and proprietary information.” This would potentially subject applications from developers or other entities for subsidies, loans or loan guarantees to government secrecy, and exempt them from disclosure under the Freedom of Information Act. The bill would also exempt projects receiving MSHDA state or federal pass-through guarantees or subsidies and located on property assembled by a Land Bank Fast Track Authority from the “specific” taxes levied on such property (which are levied instead of property tax and at half the rate of property tax).

Referred to the Committee on New Economy and Quality of Life

June 30, 2010

Reported without amendment

With the recommendation that the substitute (H-1) be adopted and that the bill then pass.

Aug. 24, 2010

Substitute offered

To replace the previous version of the bill with one that does NOT authorize more MSHDA secrecy, but instead extends a particular subsidized housing tax break.

The substitute passed by voice vote

Passed in the House 85 to 14 (details)

To exempt housing projects receiving state or federal subsidies and on property sold by a "land bank fast track authority" from the (discounted) property tax imposed on such property.

Received in the Senate

Sept. 7, 2010

Referred to the Committee on Commerce and Tourism

Dec. 3, 2010

Reported without amendment

With the recommendation that the bill pass.
