Revise pistol purchase license procedures

To replace a current requirement that a person must get a license in advance from the local police or sheriff in order to purchase a pistol, with a registration process in which the seller of a pistol would submit a form naming the buyer, seller and details of the pistol to the local law enforcement agency, which would forward this to the State Police. Public Act 195 of 2008 eliminated the requirement that after the purchase buyers had to pistol to present the pistol to the local law enforcement agency for a “safety inspection”.
