Give citizenship and Michigan resident preferences in film production subsidies

To give preference to recipients of “<a href="http://www.michiganvotes.org/2008-HB-5841">state film production subsidies </a>,” if, other things being equal, they promise not to hire illegal aliens and to take steps to hire only Michigan residents (or people who plan to become residents), with exceptions for “key management personnel” or “individuals with special skills,” and for productions made in communities near the state line.
