Impose restrictions on utility shutoff for nonpayment

To give the state Public Service Commission the authority to order a utility that to repay any costs incurred by a service recipient if the utility fails to comply with restrictions and regulations proposed by Senate Bills 320, and 326 to 331, and 337 to 339 on shutting off the service of a customer who hasn’t paid his or her bills.
