To prohibit the privatization of Corrections department services unless the savings to the state would be at least 5 percent of the cost of the same service being performed by government workers. The bill would also require the department to conduct a pre-privatization cost-benefit analysis and submit it to the House and Senate Appropriations Committees beforehand before pursuing any privatization; and also require the department to allow prison employees to bid on the service to be privatized.
