Require 2/3 supermajority on tax rate increases

To place before voters in the next general election a Constitutional amendment to require a two supermajority vote in both the House and Senate to raise the rate of any state tax. Note: The resolution does not address measures that would increase tax revenues by broadening the base on which any tax is levied, or repealing tax exemptions.
