Raise income tax to provide free college

To place before voters in the next general election a Constitutional amendment to require to state to pay the community college or state university tuition of all resident high school graduates, or the cost of certain vocational training, on the condition that they perform one year of “community service.” Money to pay for this would come from an increase in the state income tax, and new state lottery games. See also House Bill 5300, which would increase the state income tax by 26 percent (from 4.35 percent to 5.5 percent) and earmark the money for this purpose.
