Revise teacher evaluation and other requirements

To establish certain annual teacher evaluation requirements; require charter school contract rewards to be based on student performance; revise the compulsory attendance requirements to phase-in a lower school starting age and to raise the school-leaving age to 18; require schools provide all-day kindergarten; mandate the certification of school administrators; and allow schools to start classes before Labor Day.
