To revise the 2004 law that shifted forward biannual county property tax payments, and required counties to use the extra revenue this generated to create a fund to replace state revenue sharing payments. The bill would allow counties to only spend an amount from their fund equal to what the county received in Fiscal Year 2003-04, rather than an inflation-adjusted amount.
