Authorize local pension board audits

To establish that municipal pension boards are subject to an audit by their municipality at any time, and also to require the boards to retain expense records for at least seven years, including travel receipts. The bill was introduced following reports by the Detroit Free Press exposing an excessive-travel expense scandal involving Detroit city employee pension board members.
