Establish state bulk prescription drugs purchasing system

To create a new program in which the state would buy prescription drugs in bulk quantities from manufacturers, distribute them through pharmacies that agree to terms and price controls set by the state, and sell them at discount rates to government and school employees, prisoners, “elders,” unemployed individuals, Medicaid and Medicare recipients (if allowed by the federal government), and “any entity” that provides some form of “coverage” (presumably insurance coverage that pays for prescription drugs).
