To prohibit selling or giving away mercury-added button battery, or a mercury-added novelty, defined as a product intended for use as a figurine, adornment, toy, game, card, ornament, yard statue or figure, candle, item of jewelry, holiday decoration, item of apparel, or any product intended mainly for personal or household enjoyment.
