Revise Michigan education savings fund disbursement procedures

To permit a corporation or a state or local government agency to establish an education savings account, and let them name the beneficiary student at a later date. Contributions to such accounts are tax deductible. The bill would also eliminate money orders as a means of making disbursements from an account.
