Prohibit sale to minors of dextromethorphan

To prohibit the sale to minors of products containing dextromethorphan (prescription cough and cold medicines excepted), punishable by a civil fine of $1,000, with higher fines for subsequent violations. Dextromethorphan is a cough medicine that is sometimes abused by youths for recreational purposes.
