Cap spending on film production subsidies

To cap at $100 million each year the <a href="http://www.michiganvotes.org/2006-HB-4087">refundable tax credits</a> passed in 2008 that a film studio may claim against its expenses for shooting a film or TV show in Michigan. Refundable means that if a studio’s credit exceeds its tax liability then the state sends it a check for the difference.
