Revise reallocation of road tax money restrictions

To revise the law that prohibits more road tax revenue from being used to reimburse the Department of Treasury for collecting the revenue than the actual amount this function costs, or more from being given to the State Police than the actual cost of truck weight enforcement. The bill would require the legislative Auditor General to determine these costs, and base the limits on that. In some recent budgets substantially more than the actual cost of these activities has been transferred from road funding as a means to avoid cutting non-transportation spending.
