Reduce MBT surcharge under certain conditions

To require that the 21.99 percent Michigan Business Tax surcharge imposed on businesses in 2007 to avoid government spending reductions be lowered if the amount it takes from Michigan business exceeds the amount projected by more than $100 million for two years in a row. The reduction would be the amount estimated to reduce the average amount of excess revenue during those two years to the amount originally projected.
