Prohibit auto insurance denial for proof-of-insurance violation

To eliminate a provision that allows an auto insurer to refuse to provide insurance for a person who fails to provide proof that they have insurance on vehicles that they own and have driven in the past six months. In other words, that the person has not been violating the state's mandatory auto insurance law.
