Revise failing school sanctions

To revise the sanctions for a public school that fails to meet state certification or federal “annual yearly progress” requirements for a certain number of years. Essentially the bill would authorize contracting out the management of the school to management a company approved by the state Department of Education, in addition to other potential sanctions in the current law.
