To replace a number of existing state college scholarship programs with the means-tested refundable tax credit program and income tax increase proposed by House Bill 6680 (which is equivalent in its effect to a regular means-tested college scholarship program). This bill would repeal the “Michigan promise grant” college scholarship program.
