To replace a number of existing state college scholarship programs with the means-tested refundable tax credit program and income tax increase proposed by House Bill 6680 (which is equivalent in its effect to a regular means-tested college scholarship program). This bill would repeal <a href="http://www.michiganvotes.org/2001-SB-793">certain</a> certain state nursing student scholarship program.
