Subsidize manufacture of electric cars

To authorize a refundable Michigan Business Tax credit of up to $2,000 for makers of plug-in traction battery packs used in electric cars. In 2012 and 2013 the credit would be $1,500, and $1,000 from 2014 through 2016. “Refundable” means that the state will send the manufacturer a check for the amount that the credit exceeds the firm’s tax liability.
