To establish a state “Priority Now” fund to hold the sales tax revenue that House Joint Resolution NNN would earmark for road construction and maintenance, and distribute 70 percent of the annual disbursements from the fund to state road projects, 20 percent to counties, and 10 percent to cities and villages. Roads that receive money from this fund could not be privatized or made toll road for 25 years.
