Replace certain welfare services with vouchers

To require all welfare services relating to appointed attorneys, psychologists, psychiatrists, or counseling to be provided by a voucher system in which welfare recipients would be given a voucher for these services and could choose their own provider. Providers could place their name on a list that would be given to voucher recipients. Current state contracts with these providers would be canceled.
