Revise jury rules and procedures

To eliminate peremptory challenges when selecting jurors. These allow the prosecuting and defending attorneys to strike a certain number of jurors for no reason at all, other than gender and race. The bill would not prohibit "for cause" challenges based on matters of law or evidence that the juror would be biased.
