Revise certain veterans preferences

To require the state to make an effort to award at least five percent of state construction, goods and services purchasing contracts to disabled veterans. Under current law the target preference level is 3 percent. The bill would also clarify that purchases from certain charitable workshops for the disabled would not come under the competitive contracting provisions of this law.
